E-Bike Incentive Program

Coastal landscape with text about an Electric Bicycle Incentive Program by Monterey Bay Air Resources District.

The current MBARD E-Bike Incentive Program is now closed.

Thank you for the interest and participation in the E-Bike Incentive Program. All funds for the current program have been exhausted.

The Monterey Bay Air Resources District is pleased to offer the Monterey Bay e-Bike Incentive Program (e-BIP) which provides a $750 rebate to applicants from Monterey, San Benito and Santa Cruz Counties.  As e-bike technology advances and more e-bike models become available, e-bikes can be a useful way to displace vehicle trips for commuting to work or school and for running errands. The Air District encourages the use of pedal and electric power to reduce smog forming and global warming emissions while promoting the health and well being of our community.

Basic Guidelines:

  • E-bikes must be new and purchased on or after December 20, 2023 from a local bike shop.
  • E-bikes purchased from July 1 - December 19, 2023 are eligible for a $500 incentive, but applicants must qualify as low-income.
  • E-bikes must have an original MSRP of at least $1,000.
  • Register your e-bike with BikeIndex.org.
  • COMPLETE applications are reviewed and approved in the order they are received; not your purchase, order, or deposit date.
  • Please ensure incentive funds are available before purchasing or ordering your e-bike, and consider that funds may run out after you purchase your e-bike, but before you're able to apply.
  • OK to stack/combine incentives: apply for our incentive AND others (links below).  The sum of project funding from all sources may not exceed the total project cost.

Simple 4-step Application Process:

  1. Purchase a Class 1, 2, or 3 electric bicycle at a bicycle shop within Monterey, San Benito or Santa Cruz Counties (purchase must be made on or after December 20, 2023).
  2. Register your bike with BikeIndex.org.
  3. Prepare to upload the following documents in the application:
    a. Applicant ID (e.g., drivers license).
    b. Utility or cable bill (within 90 days).
    c. Sales receipt (with applicant’s name and bicycle serial number clearly shown).
    d. Photo of e-bike serial number (taken away from the bike shop).
    e. Photo of e-bike with applicant (taken away from the bike shop).
    f. Registration confirmation from BikeIndex.org.
