6/23/2026 - 30-DAY PUBLIC NOTICE OF PRELIMINARY DECISION TO ISSUE AN AUTHORITY TO CONSTRUCT IN ACCORDANCE WITH RULE 207 REVIEW OF NEW OR MODIFIED SOURCES

Pursuant to District Rule 207, Section 6.9, the Monterey Bay Air Resources District (MBARD) solicits written comments to the preliminary decision to approve the issuance of four (4) Authorities to Construct (ATCs) to Monterey One Water (M1W) for the following projects:

• ATC MOD-26-00003 for the replacement of existing portable prime diesel engine-pump set powered by a Tier 3 John Deere diesel engine rated at 84 horsepower (HP) under Permit to Operate (PTO) GNR-0017433A with a new portable prime diesel engine-pump set powered by an Isuzu Tier 4 Final diesel engine rated at 61.7 HP. M1W is proposing to operate the portable unit at various locations within the Regional Treatment Plant (RTP) located at 14811 Del Monte Boulevard in Marina.


• ATC APP-26-00011 for a new portable prime diesel engine-pump set powered by an Isuzu Tier 4 Final diesel engine rated at 61.7 HP. M1W is proposing to operate the portable unit at various locations within the RTP and at various locations within M1W’s service area.


• ATCs APP-26-00013 and APP-26-00014 for the replacement of existing portable emergency diesel engine-generator set powered by a Caterpillar Tier 1 diesel engine rated at 1,114 HP under PTO GNR-0018368 with a new Yanmar HRVW 1250 twin-pack portable engine-generator set with a standby rating of 1,100 kilowatt (KW) and prime rating of 1,000 KW. The new Yanmar twin-pack generator is powered by two (2) identical Volvo Penta Tier 4 Final diesel engines. Each of the Volvo Penta Tier 4 Final diesel engines will be permitted with its own permit to operate. M1W is proposing to operate the portable unit at various locations within the RTP and at various locations within M1W’s service area..

MBARD Rule 207, Review or New of Modified Sources (NSR) shall apply to all new stationary sources and all modifications to existing stationary sources which, after construction or modification, emit or have the potential to emit any affected pollutants. The proposed project will result in emissions increase and the project is subject to the requirements of Rule 207.

The facility-wide volatile organic compound (VOC) emissions are greater than or equal to the Offset threshold limits listed for Sections 4.2 and 5.3. As demonstrated in the MBARD’s Evaluation Report, the new boiler installation project meets the requirements of Part 4 and Part 5 of Rule 207. Hence, MBARD’s preliminary decision to approve the projects is being proposed because the facility has the capability of complying with all applicable MBARD rules and regulations.

The public has an opportunity to review and comment on the proposed project within a 30-day public review period.  Anyone wishing to comment on the proposed issuance of this ATC should submit their comment by July 23, 2026 either by email to Armando Jimenez ajimenez@mbard.org or by mail to the address below:
