EVIP FY 2025-2026 Full Eligibility Rules
1. Applicant must be a full-time resident, non-profit entity, or government agency of either Monterey, San Benito or Santa Cruz counties. Businesses are not eligible.
2. Applicant must purchase or lease an eligible new or used vehicle before applying for an incentive. Purchase or lease must not be earlier than July 1, 2025, and must be prior to the date of incentive fund exhaustion. PURCHASE/LEASE DATE IS THE DAY THE AGREEMENT OR CONTRACT IS SIGNED.
3. Residential applicants must purchase or lease an eligible vehicle (including motorcycles) per the New Vehicle Eligibility List for Purchase Incentive Programs or the Eligible Carpool Sticker List. The sale price (that excludes taxes, fees, warranties, and accessories) of a new vehicle purchase or lease must not exceed $60,000.

4. Eligible original equipment manufacturer (OEM) of fully electric or plug-in hybrid used vehicles do not need to be listed on the New Vehicle Eligibility List for Purchase Incentive Programs or Eligible Carpool Sticker List. Sale price (excludes taxes, fees, warranties, and accessories) of a used OEM full electric or plug-in hybrid vehicle for a residential applicant must not exceed $60,000.
5. New vehicle must be registered with the DMV within Monterey, San Benito or Santa Cruz counties.
6. Residential applicants must provide a legible copy of a current California driver’s license (Active Duty military exempted) and a copy of either a utility or cable bill within the last 3 months. These documents must be uploaded to our online form.
7. Non-profit applicants must provide their EIN and any founding documents, and optionally any supporting documents that show the non-profit is not controlled by any religious sect, church, creed, or sectarian purpose; and, that the nonprofit is not controlled by any religious creed, church, or sectarian denomination whatever (California Constitution Article XVI Section 5). These documents must be uploaded to our online form. If needed MBARD may request the most recent IRS Annual Filing form (for example, a 990 form, https://www.irs.gov/charities-non-profits/required-filing-form-990-series), the most recent RRF-1 form (https://oag.ca.gov/system/files/media/rrf1_form.pdf), and a completed w9 form (https://www.irs.gov/pub/irs-pdf/fw9.pdf).
8. Public entity applicants must provide a completed w9 form (https://www.irs.gov/pub/irs-pdf/fw9.pdf).
9. Applicants must submit a full copy of the sales or lease agreement and vehicle registration (temporary is acceptable). These documents must be uploaded to the online application form.
10. Applicant must retain ownership of the vehicle for a minimum of 24 consecutive months immediately after the purchase or lease of the vehicle. Lease term must be a minimum of 24 months.
11. Residential incentives are limited to one (1) per address within the same program year. Non-profit and public entity incentives are limited to three (3) per address within the same program year.
12. Motorcycles must have electric motors equivalent to engines greater than 150 cubic centimeters, and 3 or less wheels. E-Bikes, Motor-driven cycles, Motorized Bicycles, Scooters, and Mopeds are not eligible.
13. The low-income residential applicant incentive is double the regular residential applicant incentive. Eligibility for the low-income residential applicant incentive is determined by being approved for the Low-Income Home Energy Assistance Program (LIHEAP) through the Central Coast Energy Services (https://energyservices.org/). Applicants will apply for LIHEAP through the online form (https://www.caliheapapply.com/) available on the Central Coast Energy Services website (https://energyservices.org/). The results of the LIHEAP review will be available to both the applicant and MBARD staff.
